The duties of Shipping Master also are conducted by me, and between the 14th of January & 14th May (5 months) 2588 seamen have been shipped, and 1646 discharged and I think I may venture to assert that there is no other Port with anything like the number of Vessels and amount of Tonnage, of the seamen entered and discharged, that has a separate Shipping Office with a suitable Establishment.
Connected also with the shipping duties are those of visiting and regulating Seamen's Boarding Houses - an office of no little difficulty and trouble from the number of disputes that are referred to me. There are likewise some minor duties such as administering the effects of deceased Seamen; and I would begin to observe that, while extraneous duties have been accumulating on the Harbor Master, his salary remains nominally the same as it was when he held that office only, but in reality, it is considerably less; as, since he has been deprived of the quarters on Harbor Master's Hill (which he held under Despatches from the Colonial Office
As an
#39 of 25 January #8458 43539 July equivalents for salary for performing the duties of Marine Magistrate) he has been obliged to provide himself with a house.
I have therefore to request you will be pleased to move the Honorable the Lieutenant Governor to forward this statement to the Right Honorable the Secretary of State for the Colonies, for his Lordship's decision as to whether I am to continue carrying out the duties of admeasuring Vessels devolved on me by the Ordinance No.44 of the 32nd of March 1858; and further whether the Despatches No.39 of 25 January 1835 and No.353 of 4th July 1846, on the subject of Free quarters, are to be cancelled.
